Minutes of Town Hall Meeting
March 12, 2016
Call to Order:
A Town Hall meeting of the Starlight Ranch HOA membership and residents was held on Saturday, March 12, 2016 at the front clubhouse. President PT Rodriguez opened the meeting at 11:00 AM and thanked everyone for coming out; all present recited the Pledge of Allegiance.
Role call: PT President Rodriguez, Treasurer Scott, Director Hebert, Director Marley were present. Secretary Rivera had excused absence.
President Tempore Rodriguez recognized former board members Curt DeLong and Lou Kerns reiterating and acknowledging their contributions to the board and the community.
PT Rodriguez outlined the progress that was made filling the empty board seats. Interviews were held with four potential candidates. Three were approved, Robert Marley (already seated on Wednesday 3/9/16) Harvey Edgerton and Carlos Rodriguez.
A motion was made by Director Scott to appoint both Harvey Edgerton and Carlos Rodriguez to the Board of Directors, second by Director Hebert, all in favor. Motion carried.
PT Rodriguez mentioned the upcoming workshop training for board members and asked the new board members to plan on attending.
PT Rodriguez announced the St. Patrick’s’ Day Bingo, sponsored by Well Care @ 2:00 PM. He also announced the spring community yard sale is postponed. Fall is yet to be determined.
The floor was opened for questions and concerns from the residents present.
- Curt DeLong reported on the Statuary Committee meeting with ELS. Knowing that requesting a decrease in the rent was not accomplishable, deciding to redirect energies on lack of services and maintenance issues. A prepared note book with pictures given to Gena May. Gena May responded with a 2 page summary of status on fixing outstanding issues within 30 days, most were completed. Including pool heaters, new furniture and clubhouse landscaping. This is a win in our book Curt stated. Curt DeLong offered continued participation on the Statutory Committee.
- Curt Delong then shared why he felt he had to step down and is very appreciative of the support given to him.
- Carmen Viera then spoke on researching state rules and regulations, and in her opinion she believes that the HOA cannot be sued. By request to state, Ms. Viera has found out there have been 7 amendments by ELS and she has only received 3, where are the other 4? Can the board talk to the attorney and find out.
- Lou Kerns questioned who was on the Statutory Committee? PT Rodriguez acknowledged Roger Hebert, Mary Rivera, Dave Wegman, Richard Balderson, and Curt DeLong. They will negotiate with ELS on rent increases.
- Carmen Viera stated that in review of her notes of the precious agreement with ELS & the HOA in 2013 the board signed off on ELS raising the rate to market value in 2017. This could result in up to a 20% rent increase.
- Curt DeLong added that the fall seminar was most productive and will continue to work with MH Action and Networking for Progress.
- PT Rodriguez acknowledged Colin Galicki for his donation of a new American Flag for the back clubhouse. He also acknowledged there are still ongoing issues with children, speeders, towing and security.
- Craig Olsen spoke on the Vet’s and Friends, he and his wife Patty are helping take over the monthly event, asking all to get involved, there were only 3 veterans at last months meeting. It is one a month on the second Friday held in the back clubhouse at 7 PM.
- Treasurer Scott solicited to the community for any extra holiday decorations that could be donated to decorate the clubhouses.
- A longtime resident asked what the dominations of how far the carports extend. There were several different responses; according to management she was told 4’. Can the board find out the correct answer?
PT Rodriguez stated that he and the board will continue to seek help from MH Action and anyone we think can help.
